The objective is to find an online app that supports the collaborative development of a project, beginning with a list of functional requirements, and building supporting solutions to achive the requirements through group participation.   It should be easy to propose a solulution, for participants to add researched facts, and then the best solution come out as a consequence of the results of a group vote.  

What is a Functional Specification?

Functional specification document (FSD).   Functional requirements document (FRD).   Business Requirements Documentation (BRD).   Requirements Gathering.   (A Statement of Word SOW outlines high level goals and requirements, typically with less detail and depth than a functional specification).

I did the free trial.   It does allow you to propose a topic, have people respond to it, and then come to a consensus, but that final solution doesn't stand out as the solution the the original idea.
